Public leaders need to prioritize policies and spending. Therefore claims on resources by artists and cultural workers are met with demands for statistical evidence of returns on investment. But they are also met with sometimes stubborn skepticism, because arts are more often associated with the pleasures levity or luxury than with the formation of participatory citizens.
